Privacy, Governance, and Ethical Practice

Lesson 5: Privacy, Governance, and Ethical Practice

What is data governance?

Data governance defines how data is owned, accessed, described, protected, and used.

Governance element

Purpose

Data ownershipClear accountability for each dataset
Data stewardshipDay-to-day quality and definition management
Access controlWho can see and change what
Data catalogueSearchable inventory of datasets and definitions
Data quality standardsAgreed rules and checks
Retention policyHow long data is kept, and when it's deleted
ComplianceMeeting legal and regulatory requirements

Use only what you need

  • Data minimisation: collect and analyse only the data needed for the task.
  • Role-based access: people see only what their role requires.
  • No identifiable records in screenshots, slide decks, or public repositories.
  • Approved environments for sensitive data (not personal laptops or public tools).

Privacy and fairness

Removing names isn't always enough. Combinations of fields can re-identify people:

Technique

What it does

Limitation

Removing direct identifiersDrops names, phone numbers, emailsQuasi-identifiers (PIN code + birth date + gender) can still identify people
PseudonymisationReplaces identifiers with codesReversible with the key; still personal data under many laws
AggregationReports totals, not individualsSmall groups can still reveal individuals
MaskingHides part of a value (e.g., XXXX-1234)Partial protection
AnonymisationIrreversibly removes identifiabilityHard to achieve properly

Fairness questions:

  • Could the project disadvantage a group?
  • Was the data collected appropriately, with proper consent?
  • Could the output be misinterpreted or misused?

Relevant regulations (examples):

Regulation

Region

Digital Personal Data Protection Act, 2023 (DPDP Act)India
General Data Protection Regulation (GDPR)European Union
California Consumer Privacy Act (CCPA), as amended by the CPRACalifornia, USA

Requirements differ by jurisdiction and change over time. Follow your organisation's legal and privacy guidance.

Practical safeguards

Safeguard

Example

Access controlsRole-based permissions, row-level security
EncryptionEncrypt data at rest and in transit
Retention rulesDelete raw personal data after a defined period
Secure storageApproved cloud storage, not personal drives
Documented permissionsRecord who approved access and why
Review processesPrivacy review before launching new analyses
Audit logsTrack who accessed sensitive data

When the permitted use is unclear, ask the data owner or privacy team.

Key takeaways

  • Responsible analytics is part of quality work, not a final checkbox.
  • A useful analysis is accurate, appropriately scoped, secure, and honest about its limitations.

Try it: Review a proposed customer analysis and list what personal data is necessary, what can be removed, and who should be allowed to see the results.
